Not certain about the legal status of these lines, nor whether
they are even have the same status.

AFAIK Camden opened as a tramway in 1882, was operated as railway
from 1884, and was taken over the NSWR in 1889, becoming the
Camden branch.  I think that Yass was always a branchline.  The
term "tram" was used here colloquially, despite any special
crewing arrangements.

The Tarrawingee Tramway was opened 1891 and closed in 1898, being
then purchased by the NSWR and operated by the Silverton Tramway
Co until final closure in 1924.  Another "tram" owned by the
NSWR.

Clearly trying to determine the definition of "Tramway" is going
to be very difficult.
