$600m from NSW to Speedrail

Bob Carr announced yesterday that Transfield and RAC would contribute up
to $600 million in kind towards the Speedrail project. Interestingly, $600
million is the amount Speedrail had planned to spend upgrading Central to
Glenlee Jcn, including quadrupling Wolli Creek Jcn to East Hills and a
third track from East Hills to Glenlee.

My guess is that RAC would provide the infrastructure without financial
input from Leightons. Speedrail would then pay off the cost of the
infrastructure over the next 30 years through premium access fees.
