I wondered the same thing myself, but looking at a photograph from the book
"Electric Railways of Victoria" there is indeed a 4 car set on the St Kilda
line (albeit 1972). The PTC / Met / whoever had the ability to do some very
interesting things 'sometimes'. Tom may have got confused because NSW runs 4
car blocks generally.
