One disadvantage of this number is that (for instance) if you see a crime in
progress and can only get to a pay phone, you need money to make the call to
the Police Assistance Line (PAL) as 13 calls are not free. I'd call being
assaulted on a train (or the immediate threat of it as may have been the
case in the original situation) as more worthy of a Triple 0 call.
