It was probably more to so with the fact that the coding system was in use
for so long that people forgot the origins and the ways of making it work.
The NSW system did work - providing the people doing the job still new what
they were doing!
This was especially noticeable with fright vehicle coding in later years and
the complete confusion generated with the various "D " car conversions to
the RUB and HUB sets and the various renumberings and recodings with the
arrival of the XPTs - was it not the case that the vehicles in each class
suddenly had number series commencing fro "0" rather than "1"?
