I think he has his wires crossed. SOCOG are paying ORTA a fee for each
Olympic ticket holder. That fee is being split up using some formula between
the operators of the Olympic transport network (i.e. CityRail, State
Transit, private buses). The cost of public transport has been built into
the cost of the tickets (a handy way of doing it, charge everyone for
transport even if they aren't going to be using it).

Since the promotional bumpf that comes with it says that the ticket is valid
for travel until 0400 the following morning, this sort of tells me that it
is not valid for travel after 0400, which if all public transport was free
during the games would be a pointless statement to make.

I would suspect though that RPO's and station staff will be too busy on
customer service duties to worry about locals travelling without tickets,
particularly when the daily passenger load is expected to double with games
traffic. With that number of people travelling using games tickets, they
probably won't bother about anyone else.
