Matt,

If the Victorian Broad Gauge has had the upgrading done on it like the
NSW Standard Gauge, then H220's mass/axle loading shouldn't be a
problem.

H220's 260 t. weight is for engine & tender, which spreads the weight
over two vehicles, like a diesel doubleheader (perhaps G + T).  The
axle loading would be similar.
