In adding to my previous statement, the foreign builders produce more and thus have
more permanent staff on their payroll. This means more experts. More investment on
their FEA and Cad system, and a larger manufacturing capacity. (I am told there is a
Sydney concern who has a cad system  where it is rather hard to  undo the work if you
have made a mistake)
In Australia a local manufacturer has only a few staffers to run the operation. Usually
guys aged in the late 50's-60's looking out for retirement (mostly ex SRA people)
When they get a job they hire contractors (people thru employment agencies) who have
little experience in rolling stock design. (I know a civil draftsman who has been
employed by a Sydney concern to do design work). They have to get experts from overseas
to to the hard bits.(like bogie design) who are usually from a overseas manufacturer.
