Westrail Sale to ARG

A few interesting excerpts from RD re the sale to ARG.
It seems that the highest bid was actually made by the FA Consortium
but rejected in favor of the ARG bid which was some $18 M less.
I wonder how the WA Govt can justify not taking the highest bid and is
there any scope for the WA opposition or the WA Auditor to intervene.
If Govts are able to sell public assetts at other than the highest bid
the there is the potential for corruption,especially if the successful
bidder is somehow connected with the Govt of the day.

Any legal eagles able to comment on this.

It also means that for the first time ever in this country the SG line
from Kalgoorlie to Perth will be controlled by a private company.
