Because V/line have NO extra rolling stock left at the moment. Due to
recent timetable changes and growth of passenger in medium/short
distance sector. Cobram/Bairnsdale/Ararat service can be rerun by
simply extension of current service, but Mildura service would require
extra rolling stocks. V/line would have to hire rolling stocks from WCR
or GSR or use Redhens to replace short distance loco haul service like
Melbourne-Warragul/Bacchus Marsh/Sunbury/Seymore and transfer better N
class passenegr coaches to Mildura service.
