There is not.
There are 53 trams out of service, and the shortage problems
experienced are relatively minor. Under normal circumstances, there's
an abundance of trams. Using the available vehicles economically is
just good management, not juggling. Of course, if there are spare
vehicles after making these economies then services should be further
improved rather than taking trams out of service.

There are 53 W's supposed to be in service and another 30-odd in ready
reserve. These should be brought back into service.
