No, Sydenham is to be done by NatEx as part of the privatisation deal.
It is effectively government funded because the cost of it is built
into the subsidies.

The other two are promises of the Bracks government (which may or may
not be in this years budget) which they will have to cough up the money
for. Whether they will be done by paying the relevant operator to do
the extension or done by the government is unclear.
