Steepest is an annual faq.
May 79 'Modern Tramway': St Gervais - Chamonix - Vallorcine - Le
Châtelard (ie the French side): 2 km at 1 in 11 (9%), adhesion. The
line claims to be the world's steepest *railway*, but is beaten by some
trams.
I have a whole file on this. Other steep routes include the Hakone -
Tozan mountain tram (Japan) and bits of the Lisboa tram system (AFAIK 1
in 6.9).
