i think the Premier is right.

The objective of improving train travel times should be to make them
compete favourably with the car and hence win market share away from
the car, not to encourage more travel overall!

1hr 20mins is a good objective for travel time and can be done very
cheaply. Surely nobody seriously believes you can drive to Bendigo in
that time or anywhere near it.

The problems of Bendigo would be solved by more employment being
located there, not by making it easier to travel to Melbourne. The last
thing you want (if you are trying to avoid transport problems) is
people who work in Melbourne living in Bendigo. THat would only further
damage Bendigo's local economy.

I'd much rather improve the frequency of trains than try to further
improve the travel time, especially as the VFT-style trains tend to
need track that isn't suitable for freight and tend to be
environmentally damaging.
