To an extent, even the oldest of governors did/do this through limiting
the the travel of the fuel rack. (esp true in intermediate notches)
But with EFI you can sit somewhere with a coffee (or other beverage)
with a computer linked to the loco and adjust things to your heart's
content. (as opposed to sitting in the engine bay adjusting fiddly
mechanical things)
At the risk of reopening the variable horsepower debate- in "The
National Rail NR Class" article in Aug 1999 Railway Digest, Peter Clark
says that: "The quantities of fuel can be adjusted to allow
the engine to operate with three distinct power settings." (p20)
If, as was discussed, the power was limited by the notches- wouldn't the
power limiting be a function of the governor and not the EFI?
Minor point- but it would still be good to get an answer!
