How do you know? They might have been unemployed/disabled (not all
disabilities show)/single parents (not all single parents are mums)/students
(not all students are young).

Might be single parents employed part time (my next door neighbour is one of
these, goes into a law firm twice a week and he stays home with his kids the
other three days and has a concession card). They might also be on their way
to job interviews, etc.
