The Philippine National Railways mainly (perhaps exclusively) bought GE 
locos for its 3'6" system.  The first model was a cab/hood version of the 
UM12C model used by the famous White Pass and Yukon, bought by the 
predecessor Manila Railway.  Later designs are more typical U6B, U8B and 
U10B GE types along with a hood design a bit like the NZR Dx.  The John 
Holland Construction 1620 class in the Philippines were not PNR locos and I 
think were used exclusively on construction trains, though with the 
reliability of PNR units being what they are, there's nothing to say they 
may not have found themselves at the head of a PNR passenger train (they run 
very little freight).

I think locomotive reliability has improved on the PNR; along with the 
restoration of the Southern line to Legaspi there are various proposals to 
rebuild various lines of their rail system.
