As far as I can tell, the 'CL' name derived from the similarity
between the CL and the (then) WAGR's 'L' class unit in prime movers (EMD
645E3) and other mechanical features. One difference was the CL being 9
tons (imperial) lighter than the L class. In regard to the 'NJ' class
name conundrum suggested earlier in this string, the 'J' portion derived
from the Clyde-Gm design specification JL-22C that became the NJ class.
These gems came from the excellent 'Locomotives of the Commonwealth
Railways' by Fluck, Marshall and Wilson, Mile End Railway Museum, 1972.
