They (Bob White Electrics) do heavy engineering work on stuff like railway traction motors, and apparently marine equipment as well.  The T's are used to provide DC current (lots of it!) for testing/running the big electrical
gear.  They do go, and plumes of exhaust can be seen often.  I am assured (by those involved with the installation) that you could drop them on a set of bogies and away they'd go!
