The only advantage the heritage groups have had from this scheme is the
chance to get the most suitable locos for preservation, and (where multiple
groups nominate the same loco) to allocate which group gets which loco.
Typically, when the auction happens, the prices are LESS than the so-called
half-price. This happened with the 46 class locos and the U-boat cars. The
locos allocated to the heritage groups are not made complete either. The
groups often have to buy bits from the scrappies, or buy additional rolling
stock for stripping.
Having said all that, I must add that the disposal of the 620/720 and DEB
set cars was better handled. The allocation of extra cars to the groups for
scrapping allowed the parts required for the preserved cars to be obtained
with reasonable certainty.
