My understanding of the heritage situation is
that the presevation groups must be given the opportunity to select a loco for
preservation before any are offered for sale. This is how the RTM got 4916, 4803
and 44211. The group concerned must place a request in first.
4801 as a Heritage loco preserved by the Railways
has nothing to do with the RTM and they already have their hands full with the
locos they have on hand at the moment.
The Railways got themselves into hot water in the
past when they had firesales and the preservation groups didn't have the
financial resources to compete.
One offshoot of this was the setting up of the
Heritage section within the Railways to oversee this heritage
preservation.
