If you "can't fathom it", just remember that the mains are the inside
tracks and the suburbans are the outside ones.

Alternatively, remember that it is a relic of the old days when there
were down and up relief lines outside the main lines between Eastwood
and Epping; the mains stayed as mains and the reliefs became suburbans.
