How about this line.
Vic Super Outer Outer Ring Rail
Start in Williamstown and make tracks for Sunshine and then take the
existing line ( Currently Goods ) to Broadmeadows (VIC). then use the old
Military line to take it east towards the Upfield line.  Connecting in
anywhere, Travel north to about Somerton then turn east again and follow
Cooper st until you link up with Epping.  Use the old Epping to Whittlesea
line between Epping & South Morang then head down into the Gorge and follow
the Plenty River into Greensborough.  Use the Greensborough to Montmorency
section before peeling off to the east, after Monty.  Now carefully track
through the green belt that will never allow a major road through it, and
head towards Ringwood.  Follow the new Scoresby Freeway ( Just like East
Doncaster was going to ) all the way down to Frankston via Kananook, with
connections at all the current lines including the Newly extended Glen
Waverly Line that now T-instersect with VSOORR.

There you have it. A line which will never be opened.

Do you think its practical?  How big will the sprawl be in 30 years time.
Especially out north.
