I don't give a crap about buses, people do not and will not validate
on trams for whatever reason.  That is why you have conductors.
Does Sydney have conductors of someone on the tram to check/sell
tickets?  Does Adelaide have conductors?

You will never change people, just have conductors, sell daily tickets.,

Trams are much better that buses, to load a lot faster and are much better
than buses in the inner city.  Just spend one day in Melbourne watch
the number of people that catch trams a few stops to get to/from the
train station to their work/university.  At lunchtime people go out again,
do you have people in Sydney that catch buses for 2,3,4 city blocks?

Trams are very different to buses, maybe almost 40 years with out trams
in Sydney has made people forget how much better trams are than buses.

Say what you want, come up with all your reasons but people will validate
on buses because of the driver watching them.  If you left Sydney people
to have a choice of validation then it would be the same as Melbourne
only 10% would validate.
