Anti-hoodlum devices

I've noticed that they appear to be playing very loud classical music at
Blacktown station recently. I imagine it's one of those anti-hoodlum
devices. I have to feel sorry for the cityrail employee(s) that have to work
right under the speakers at the ticket gates however as it is very loud.
Also on another thing anti-hoodlum, what is the theory behind the blue
flourescent lights in the toilets?
