Centenary train to Rainbow, Vic

I have received a proposed timetable for a special train to run from
Dimboola to Rainbow (on the Yaapeet branch) , on Sunday the 31st of October,
to celebrate that town's centenary of that town's railway.  Two shuttle
trips from Rainbow to Yaapeet are also listed.

Can anyone enlighten me as to who is operating this trip, and with what
rollingstock and motive power?
