According to Alan Fells on the radio today, apparently it mostly would
not be as long as the duopoly players kept operating in a way that was
basically similar to they way they had been forced to operate under
the regulated environment.  This was slightly suprising but he backed
it up with some good aruguments. 

However, Fells was also of the opinion that a new operator who
persisted for a while would almost certainly change the shape of the
market to such a degree that the duopoly would be forced to change
their operating practices to compete.  Then they would never be able
to return to the previous practices, even if the new operator did
eventually withdraw.
