  When would you suggest they do it? And if your answer was the same
as the terrorgraph (which was next year) what would you do about the
work they have planned then. Simply a lot of work needs to be done and
there is only so much time and so many workers to do it with. 

  They have been upgrading the track constantly for years, and even I,
someone who lived in Sydney from mid '96 to mid '98 could see visual
signs of improvment over that period of time and on the trips I make
to Sydney I am amazed at the transformation that can be seen.
Obvisouly such a major upgrade cannot be done without disruptions to
services. In the end YOU win with better safety and better track and
signals.

  No you get a better more reliable service. As for being asked to
pay, who would you think should pay for the replacement bus services
etc. In the end all NSW taxpayers (clearly I am not one) and commuters
will end up paying.
