Best guess on my behalf - Sunday 10 October.  Being ARTC there was
probably no SW circular or WN entry, only a TN. |-(

It was aparently commissioned on a Sunday according to a FV spy; also
on Sunday 10/10, the H was moved to Altona.  (According to aus.rail)

Repeaters not in service yet as of last week, any move in & out
needing a Safeworking Officer & a Signal Maintenance Tech present.
