A question that should answered is - Does the PTC disappear with the sale of VLP?

In UK, the British Railway Board still exists even though it has little to control
or has many employees. Perhaps the PTC will remain in order to sort out or retain
ownership of the carriages and locos that nobody other than the preservation groups
want. Except maybe GNRS who might demand the right to buy the diesels back.
