According to "The Age" this morning buried somewhere around page 7(?),
the rail industry *has* been given a 100% reduction in fuel excise,
improving its competitive position.  Unfortunately, today's "Age" is
not online due to industrial action by its journalists.  I'll find
exact page/column tonight when I get home.
