They ARE former tram tracks. It was a connecting line from Dowling St Depot
(where the Moore Park SupaCentre is now) to Bourke St. Why the track is
still there and visible is a mystery. Much of the track in the city centre
is still in place, but covered by multiple layers of tar.  Guess no-one's
bothered to do anything about it. It is one of the last visible signs of the
1879-1961 system.
