Train Staff and Ticket might be a great idea on low traffic lines, and
really the only time you are going to use a ticket will on Sunday's and
if extra's are running, But what about the Train Controller's, they
won't be needed when Train and Staff and Ticket is in Force unless there
is a Major Stuff up.
