Mark, I am a little confused on what you are saying
here.  You live in the USA the land of free enterprise
and private railways, ...well except the US tax payers
funded Amtrak and the heavily subsidised urban pass
services.

Australia is moving towards private railways after a
century plus of bureaucratic government railways that
landed Australia with the most fractured, costly and
parochial three gauge railway system in the World.

OK, buck passing is standard for politicians, Liberal
or Labor.  I did not and can not vote for Kennett, but
are you saying that the Victorian Trades Hall, and all
their Socialist Left "hangers on" which run Victoria
when a Labor Government is in power could do better.?

I am sorry, I miss your point.
