Regardless of the political ramifications, operationally it wouldn't have
been much of a problem in the short term. If you look at the locos on the
bridge, many of them didn't have tenders. They were all stored locos due
to the economic downturn of the time. 

Losing them wouldn't have resulted in any immediate problems for NSWGR.
The loss might have caused problems during WW2 as it's doubtful that
replacements would have been ordered immediately for the very reason that
they were out of service in the first place.
