Election Advertising at Sydney Suburban Station

The Scene:

Late evening at a Sydney suburban station, a train (Tangara) leaving.
Passengers walk up the steps from the platform. Clouds of steam drifting
around, possibly from unseen steam loco. One passenger remains on platform
alone, tall mature age in suit and wears glasses. Mutters semi-coherent
political platitudes, some of which appear as captions in capital letters
(SHOUTING) on screen, as he wanders around aimlessly.

Questions:

1. What was the station involved?
2. What produced the steam?
3. Where were the security patrol men?
4. Did the person have a ticket?
5. Did he stray across the yellow line?
6. Why was he mumbling with the captions SHOUTING?

To readers outside the NSW and ACT, you won't have seen the ad, but the
character looked something like Bob Carr!
