Melbourne commuters have adopted part of your point 3, i.e. "travel without
a valid ticket" and just watch out for "Customer Service Officers.

Maybe they will invent ticket machine that will automaticaly fine you for
inserting an invalid or out of date ticket in a ticket machine? Watch out
for smart card technology!
