The C's should have had later technology as built but the always conservative
VR engineers were afraid of the modular electrical panels so, despite the fact
that dash2 gear was available from 1972 on they eschewed it and stuck  with the
old elec. cabinet.

Super series didn't come out until 1980 so they can be excused for not having
that, being built in 1977.

The late T's and X37-44 were a similar example of VR hateing new technology.
These loco's should have gotten 26L brake equipment but VR insisted on A7EL. I
had a chance to look over some of the correspondence between VR and Clyde when
the X's were being ordered and it is pure comedy when VR lists all of the
reasons that it didn't want to have anything to do with the "new fangled
things"

Apparently when X45 - 54 were ordered VR again wanted A7EL but Clyde basically
told them that those valves are no longer made and if you want them you, (VR)
will have to supply 10 brand new A7's. EMD would not allow used equipment to be
installed in a new loco.  So the story goes anyhow!
