The (re-)sizing should be done during the scanning process - not by
resizing the image after it is scanned. Most scanning software have a
control panel where you can set/change the resolution and the size of
the image, when scanned.

When an image is scanned, it is "created" based on the chosen
resolution (i.e. so many pixels per given area of the photo); when
that photo is enlarged AFTER scanning, the same resolution applies but
to a much greater area, hence the "grainy" effect.

However, some images become more grainy than others, depending on the
image file-type saved - i.e. a an enlarged jpg picture might be more
blurred and/or grainy than the same enlargement of a 24-bit bmp image.

Also depends on one or more of the following:
scanner brand
scanner software
image viewer/converter
printer quality
