I suspect a "go slow: on the part of the ASU and/or the PTU due to the
recent industrial issues that have been bought up recently. I know we have
been doing it for years in my unnamed government transport provider.
Remember the big transport strikes in the 80's. When the going gets tough,
the tough get going
