Part of the reason was the requirement for 50% of locomotive hauled
rollingstock to be replaced with railcars.
The problem with this is that for $4 million you can get a single
railcar to hold 80 people, or three locomotive hauled passenger
cars to hold close to 200 people in comfort. Which will give you
a better return on your investment?
Stipulating that $80 million must be spent on railcars is only
going to attract bidders with lots of money, not those who have
the potential to provide the best service.
