According to the National Transmission Authority book of frequencies
(the radio version of the VR Book of Signals), the 3ECB transmitter is
only 200W. That would be low power for an AM transmitter, let alone FM
which requires a stronger signal.

FM transmitters are typically 20-100kW. By compasiton, 3RRR, 3KKZ
(GOLD-FM) 
and 3MMM are all 56kW, 3ABCFM and 3JJJ are 100kW. Many of the regional
ABC FM
transmitters (notably Radio National) are 200kW.
