New tracks at Port Kembla

Chris Stratton reported a few weeks ago that the Darcy Road sidings had
been lifted.

On Saturday 17/7, work was being done on new tracks in the same area,
laid in heavy rail on concrete sleepers (not yet ballasted). There are
two tracks through the whole length of the former sidings area,
terminating in a long single track in a new and very substantial
cutting, more or less on the alignment of the long-abandoned breakwater
cutting but on a much larger scale. The new track ends at a stop block
just short of the breakwater area.

What is this for? I presume it is not the construction siding for a
secret joint project between RAC and TranzRail for a trans-Tasman
tunnel?
