To put it quite simply for a train to be able to run express through
Heatherdale it needs to run express through Mitcham, or Mitcham needs
to be switched in and the button "Down Express through Heatherdale"
pushed.  Until Ringwood is complete trains go to Mitcham around that
time of night and the signal box is switched in, therefore a good
signalman will push that button and you will get a good run.

They should switch it in for these two trains anyway.

Cheltenham is switched in each morning and night mainly so the express
trains get a run to Caulfield otherwise they would stop at all the 
level crossings.
