If the crossing was not protected by Home signals, it is quite possible
for the signal to stay at proceed with the booms up. It happened at few
years ago when a down Geelong pass went through the crossing at the UP
end of Werribee station with booms and lights NOT operating. Luckily,
no collisions with road vehicles occurred on this very busy crossing.
Apparently, a fuse had blown.
