Sale of NRC

With the pending sale of Vline pass & freight imminent, its fairly likely that
the sale of NRC will be the next privatization.
Does anyone know exactly what is being sold here, ie are we talking about the
whole sale , or just the Federal Govts share .
Also does the sale include the terminals?
It seems to me that unless the whole thing is sold, its likely to bring a very
poor sale price.
