At the same time, people are not going to use method of transit to get in to
Central, and then change to another to get further into the city, when a bus
will already take them all the way.

If the government truely expects people to change from tram to bus and vice
versa, why don't they do it the other way? Terminate all the buses near
Railway Square, and have everyone change to a frwquent tram service -
removing the buses from the city centre would alleviate some of the
congestion.
