This is not correct. Many homes in Victoria have marker lights. In Vic a marker
light is any light that only shows one colour: namely red.

The way to tell an operating light from a marker light is that the operating
light will have a long hood over the light, a marker light will have a much
shorter hood over it. There was only one exception to this that I ever found.
(East end of plat 12 at FSS, the down home had an operating B light but a short
hood)

Note, markers lights on homes usually have a big target behind them so at first
glance its hard to tell it is in fact a marker light.

Mark.
