State Mobile Radio was originally owned by VIC Govt, operated by Telstra.
Telstra bought it off the govt and now operate it as "commercial" concern.
It is in the VHF Highband, and uses the MPT 1327 Trunking Protocol.
Network not anywhere as big as NSW GRN. GRN is UHF, and uses Motorola
Smartzone Trunking Protocol.
