Styrictly speaking, in Victoria "starting signals" are only found on Double
Line Block.

VR did start calling signals beyond the home departure starters as they could
not call them home signals as they didn't protect points (they usually
protected level crossings to allow shunting movements without setting off the
bells/gates)but IMHO calling signals on other than DLB "starters" is incorrect.

The exceptions for passing a starter are quite different to passing a home
signal and only really apply to DLB.
